Using Food as a Lever to reduce Birth Rates in Poor Countries
Sorted by Dominant Culture
If a country has a low GDP/capita, a high birth rate, and needs to import a lot of food, leverage exists to reduce its birth rate.
The relative need to import food is indicated by (arable land)*(pop/(arable land) - i23 ) since the average km2 
of arable land now feeds i23 people.  A negative result (red) indicates how many individuals need to be fed 
with the imported food. Many countries will need to approach 1 birth/woman to improve GDP/capita significantly. 
One birth per woman is about: 500/(life expectancy at birth) or 7.7 births/1000 at LE = 65. i23 =  329
